Dave Fontneau is the Director of the Technology Division for the Orange County Sheriff’s Department in southern California. In this role he serves as the CIO for the sheriff. Dave leads a team of 150 professionals dedicated to serving the technology and communication needs of the 4,000 men and women of the sheriff’s department. The team also supports some 100 other agencies across the county along with over 26,000 users of the countywide coordinated communications system. Dave and his team recently completed construction of the Orange County Sheriff’s Technology Center. This unique multi-jurisdictional “Technology Incubator” provides an unprecedented space where innovation and collaboration are celebrated. Having served as Chief of Police in several different communities, Dave brings over 40 years of law enforcement leadership to his role with the Orange County Sheriff’s Department. Dave has a bachelor’s degree in criminal justice management and is a graduate of the Senior Management Institute for Police with the Police Executive Research Forum (PERF).

Governor Robert Bentley appointed Jeff Dunn to commissioner of the Alabama Department of Corrections on April 1, 2015. Commissioner Dunn, a native of Alabama, comes to the department after serving 28 rewarding years in the United States Air Force. He is a graduate of Birmingham Southern College where he earned a degree in English and a military commission through the Air Force Reserve Officer Training Corps. He holds a Master of Arts degree from Regent University, Norfolk, Virginia, and a Master of Science degree from the Air Force Institute of Technology. In addition to serving as military planner for U.S. European Command Headquarters in Stuttgart, Germany, Commissioner Dunn served at the Pentagon as Deputy Director, Combating Terrorism and Support Activities for the Office of the Secretary of Defense and as the Senior Military Assistant to the Assistant Secretary of Defense for Homeland

Nathan A. Zilke is a 1st Lieutenant with the Loudoun County Sheriff’s Office, where he combines frontline corrections leadership with a strong focus on data analysis and operational improvement. He has assisted in developing data analysis tools to support staffing, population forecasting and incident tracking, helping to drive informed decision-making. Nathan also served as the primary liaison for the Phase 3 expansion of the Adult Detention Center, ensuring infrastructure aligned with long-term strategic goals. He is passionate about using data to improve outcomes and advance professional standards in corrections.

Al Cormier is a seasoned corrections professional with over 30 years of experience with the Vermont Department of Corrections (VTDOC). He currently serves as the Chief of Operations where he provides executive oversight and strategic direction for all operational components of the agency. His portfolio includes the management of correctional facilities, field services, women’s services, programs and education, the Central Operations Division and agency-wide strategic planning initiatives. Throughout his distinguished career, Al has held a range of leadership and frontline roles, including Correctional Officer, Probation and Parole Officer, Corrections Program Supervisor, Facility Superintendent and Director of Facilities. These positions have equipped him with a comprehensive understanding of both institutional and community-based corrections. Al is also a consultant with the National Institute of Corrections (NIC), where he serves as a subject matter expert in areas such as security auditing, mid-level leadership development and executive leadership training for new wardens. His national contributions include curriculum development, facilitation, and technical assistance aimed at enhancing professional standards in correctional leadership.
