An aggravated assault charge and a burglary charge against Louis Flack have been dropped following a beating at the Knox County Jail

KNOX COUNTY — All charges have been dropped against an inmate who became the subject of a use-of-force incident at the Knox County Jail when surveillance video showed deputies violating jail policy.

WBIR reports that a judge dropped the felony aggravated assault charge against Louis Flack on Thursday; a week before, another judge had dropped Flack’s burglary charge.

The assault charge was dropped with one condition: there can be no more altercations between him and the assault victim, his brother.

If there are, the state could bring the charges to a grand jury to attempt to revive the case in criminal court.

In November, officers attempting to perform a cell extraction when Flack refused to be moved were shown to beat him in a 9-minute long surveillance video. The Knox County Sheriff’s Office fired one corrections officer after an internal investigation showed that the man has used “techniques that violated policy.”

Another officer resigned and two more were placed on suspension.
