Gunman shot outside Adams County Prison dies

Prison officials are reconsidering policies and safety measures that allowed an armed man to walk onto the prison grounds

GETTYSBURG, Pa. — The armed man carrying several weapons outside of the Adams County Prison has died after being shot once by police.

ABC News reports that the man was identified as Jess Leipold, 31.

Leipold was dressed in camouflage and carrying a handgun, an AR-15 and hunting knife, along with more than 100 rounds of ammunition. He rode his bike onto the prison grounds.

He fired off several shots into the ground outside the prison and was shot by a trooper after he refused commands and aimed his rifle at the prison.

A preliminary investigation suggests the trooper was justified in using deadly force.

Leipold’s motive is still unclear, as he had no connection to the prison or its staff.

Prison officials are now looking into security around the prison, according to the Evening Sun. Warden Brian Clark said he will be conducting a vulnerability analysis at the facility to determine if policies and security measures need to be tightened.

Officials will also seek help from outside the correctional facility to assess the complex’s safety measures.

Some of the measures being examined include staffing levels at the front entrance and protocol for entering the building. Visitors must state their business to an on-duty correctional officer through an intercom system at the front entrance before being buzzed in.

Leipold had his guns concealed when he gained entrance into the lobby of the building, but officials are looking at restrictions for what can be carried into the facility.

They’re also considering what went right during the response to this incident.

Emotional support program staff were brought into the facility Thursday and a stress management team reported to the facility at 6 a.m. Friday.
