Tenn. correctional officer indicted on assault charge after restraint-removal incident

Officer claimed that the inmate tried to kick him while he was removing leg shackles, but video does not corroborate his story

HAMILTON COUNTY, Tenn. — A Hamilton County Jail officer was indicted on a misdemeanor assault charge Thursday after an incident involving the removal of an inmate’s leg restraints.

ABC News reports that Ofc. Daniel Hendrix says he was attempting to remove inmate Lisa Hayes’ leg restraints when she kicked him, leading to him throwing her on the floor.

In surveillance video made public, Hendrix is seen bending over and grabbing Hayes’ leg, which visibly startles her. There is no audio, so it is unclear if Hendrix told Hayes what he was doing or gave her any instruction. She does not kick him.

After a few moments, Hendrix lifts Hayes by shackles still attached to her ankles while she holds on to a countertop. After this, Hayes does strike out at Hendrix with her legs, which causes him to pull her off the counter and onto the floor.

Hayes continues to struggle and a second officer comes into the frame, but the video ends.

WDEF reports that Hendrix was arrested and booked into the Hamilton County Jail, but has since been released on bond. Investigators said his status will be changed to administrative leave without pay pending the conclusion of an Internal Affairs investigation.

“The HCSO takes all allegations of misconduct seriously. We have followed the judicial process and presented our investigation to the Grand Jury and henceforth, they have returned a True Bill,” Hamilton County Sheriff Jim Hammond said.

Authorities said there will be no further information released pending the conclusion of the judicial process and the pending Internal Affairs investigation.
