SALT LAKE CITY — A Utah inmate is facing new charges after sending threatening letters to the Utah Board of Pardons.

KSL reports that Ruben Jay Spencer, 21, has been charged with making a threat against a judge or board member of their family members.

In a June 17 letter to the board, Spencer threatened to stalk the board members, stake out their houses, kidnap their families and blow their wives “to pieces.”

He also allegedly threatened to tie them up and cut off fingers, toes and heads.

Spencer allegedly ended the letter by saying they needed to “be prepared because [he is] coming” for them.

Spencer previously pleaded guilty to throwing furniture at other inmates and a staff member at the Slate Canyon Youth Center in 2012, where he injured a staff member. He was 18 at the time.
