LOS ANGELES — California voters face opposite choices to fix the state’s broken death penalty.
They can repeal capital punishment in November or reform it so convicted murderers are executed.
Voters in Nebraska are being asked to reinstate capital punishment. And Oklahoma voters will decide whether to make it harder to abolish it.
In California, both sides agree the system does not work.
Only 13 people have been put to death in the state since 1978. No one has been executed in more than a decade and nearly 750 inmates languish on death row.
Reformers say Proposition 66 will speed appeals and put the worst killers to death.
Abolitionists say capital punishment is expensive and could lead to executing innocent people.
Proposition 62 would make the maximum punishment life in prison without parole.
