Is it safety and security or safety versus security?

Officer Smith, who has been on the job for almost two years, still loves to ask questions. He believes the job is ever-changing and there’s always something to learn. Today, he approaches his Captain with a question that cannot be so easily answered.

“I know that safety and security can run hand in hand. The two most important elements of corrections is safety and security. But, I was wondering, is there ever a time when they can conflict? Through your career, have you ever had to make a choice that had to go one way that was in direct opposition of the other?”

For this scenario, you are the Captain. Can you come up with a scenario in which safety and security are in conflict, or do they only exist in a parallel relationship?

Anthony Gangi has a BA in psychology and is a 20-year veteran in corrections. He currently works as an Associate Administrator for State Corrections and has worked his way up through the ranks, from officer to sergeant, and then into administration.
