SHAWNEE COUNTY, Kan. — An inmate who sued a former Shawnee County corrections officer for a lack of protection from another inmate was actually the attacker for the incident in question.
CJ Online reports that Armando Ruiz was clearly shown to have started the altercation with another inmate by kicking at him in video footage.
The other inmate then lunged at Ruiz before they both went into Ruiz’s cell and out of view of the video camera.
The officer being sued, Emmanuel Clifton, quickly responded to the incident and the whole event lasted 21 seconds.
The fight allegedly began over a spilled liquid that had not been cleaned up.
Clifton’s attorney said that the circumstances of the event suggested no reason Clifton should have been alarmed that a fight would result from an argument “over spilled milk.”
