Video shows jail scuffle where inmate says COs broke his arm

Inmate alleged that sheriff’s Deputy Ray Padilla broke his right arm in the struggle

GRAND RAPIDS, Mich. — A Kent County sheriff’s deputy was reprimanded after a drunken driving suspect reported having his arm broken by corrections officers in a jail scuffle that resulted in the county settling a federal lawsuit that claimed the inmate was the victim of excessive force.

Videos from inside the jail — obtained through the Freedom of Information Act — show the suspect, Frederick Veal, being led to the intake area early on Oct. 2, 2010. A short time later, several deputies respond to a commotion.

Veal alleged that sheriff’s Deputy Ray Padilla broke Veal’s right arm in the struggle, an allegation the county denied while settling the claim in court without admitting wrongdoing.

A review of the incident resulted in Chief Deputy Michelle Young writing a letter to Padilla alerting him to his reprimand, according to documents obtained under the public records request.
