DOVER, Del. — A new deputy commissioner of corrections has been appointed by Commissioner Robert Coupe.
Perry Phelps will fill the role as second in command of the department, according to News Delaware. He replaces Karl Hines, who retired from the position on December 31 after 33 years.
“As Commissioner I have come to value Chief Phelps’ counsel and sound judgment,” Coupe said. “He brings valuable experience, knowledge, and integrity to this important leadership position and is uniquely qualified to serve as Deputy Commissioner of our Department. I look forward to serving with him in his new position as we lead the DOC’s ongoing efforts to safely and effectively meet our mission and protect this public.”
Phelps has served as Chief of the department’s Bureau of Prisons since July 2013. He started his career at the DOC in 1988 as a correctional officer at the Howard R. Young Correctional Institution.
He is also a veteran of the United States Air Force, has an Associates Degree in Criminal Justice from Delaware Technical Community College, earned a Bachelor’s Degree in Criminal Justice and a Master’s Degree in Management/Public Administration from Wilmington University. He currently serves as an adjunct professor teaching Criminal justice and Management and Business at Wilmington University.
His appointment is effective Jan. 11, 2015.
