MORRIS COUNTY, NJ — A state appeals court panel has ordered an arbitrator to re-analyze whether rank-and-file corrections officers at the Morris County jail should receive pay-step increases for the first year of a three-year contract.
Unable to reach a pact that would cover 2011 through 2013 with PBA Local 298, the union representing officers at the jail, Morris County last year filed a petition with the state Public Employment Relations Commission (PERC) to initiate interest arbitration.
Initially, an arbitrator was appointed and conducted two days of hearings, after which he awarded the union step increments for 2011, with no other salary hikes in that year. He also awarded the union 2 percent salary increases in each of the last two years of the contract, but no step movements for those years.
