KNOX COUNTY, Tenn. — A guard with Knox County’s juvenile detention center has been suspended after his arrest for allegedly assaulting a neighbor and a 13-year-old boy, officials said.
Carl Eugene Taylor, 29, was arrested Monday in connection with a July 15 incident outside his duplex at 1425 Dutch Valley Drive, according to a Knoxville Police Department incident report. (The arrest warrants were not issued until July 26.) Taylor had stepped outside, along with others, to investigate a disturbance when the 13-year-old boy began throwing rocks at a neighbor’s window, the report states.
An argument ensued between Taylor and the boy’s guardian, Teaun Winton.
Winton told police he placed his hand on Taylor’s shoulder in an attempt to speak to him in confidence. Taylor apparently thought he was being attacked and punched the man, according to the report. Winton fell down a hill and struck his head on a rock. He later refused medical treatment at the scene.
Taylor also allegedly pushed the boy to the ground in the midst of the scuffle, according to the report.
He now is charged with two counts of simple assault, a misdemeanor.
Taylor, who has worked as a corrections officer at the Richard L. Bean Juvenile Service Center for four years, has been suspended without pay from his job, according to the center.
Taylor was being held at the Knox County Detention Center in lieu of $1,600 total bond.
