Surveillance video shows alleged mistreatment by Ottawa police

OTTAWA — A woman is using surveillance video showing police booking her into jail nearly three years ago to claim mistreatment by officers.

Roxanne Carr, charged with assaulting police, obstructing police and damaging property, alleges that Ottawa police broke her wrist and arm, forcibly hit her head against the floor, and left her naked in a cell after arresting her in August 2008.

Officers are seen dragging Carr into a cellblock with her arms handcuffed behind her back in the footage, which was released to the public Thursday by a judge. Carr is suing the police department over the incident.

The incident was investigated, but Ontario’s Special Investigations Unit found no wrongdoing by police, according to the Ottawa Citizen. Charges against Carr were dropped in April.

“I am satisfied that the cellblock officers handled the custody of Roxanne Carr with the utmost professionalism, especially when faced with a crisis in the cell,” Acting Chief Gilles Larochelle said in a public statement Tuesday.
