GLASGOW, Scotland — Prison chiefs have been forced to apologise to an inmate who was caught red-handed with drugs in his cell. The prisoner was found with the heroin substitute methadone at HMP Shotts in Lanarkshire, and had prison wages withheld and a report placed on his file as punishment.
But the convict complained that the Scottish Prison Service (SPS) staff had failed to follow proper procedures on searching and testing for drugs. The Ombudsman, who took over jail grievances from the former Prisoners Complaints Commission in October, found in the inmate’s favour and issued a series of recommendations. They included forcing the governor of the tough jail, home to some of Scotland’s most dangerous criminals, to issue a written apology to the inmate.
The report into the investigation, which identifies the prisoner only as “Mr C”, gave the SPS until Saturday, March 19 to meet the recommendations.
“Mr C” has now received the letter but prison bosses have come under fire after it emerged they went even further than demanded by refunding the money he was fined and removing the charge from his file.
