VANCE COUNTY, N.C. — Five detention officers at a North Carolina jail have been indicted on misdemeanor charges after allegedly allowing and facilitating a fight between two female inmates, according to court documents and interviews.

The five officers face the class-one misdemeanor charge of willfully failing to discharge duties by arranging a fight at the Vance County Detention Center on Aug. 12, according to five indictments issued by a grand jury on Oct. 26 . The North Carolina State Bureau of Investigation is heading the investigation into the allegations, spokesperson Chad Flowers confirmed.

The indicted officers include:

  • Kristy Troutman, 42, of Oxford
  • Jessica Alston, 40, of Warrenton
  • Bontheir Francis, 52, of Warrenton
  • Jabari Davis, 30, Henderson
  • Malajah Daniels, 35 of Henderson

The detention officers at the Vance jail neglected and refused to discharge their duties by “allowing and facilitating a physical altercation between two inmates,” the indictments state.

The officers failed “to secure the physical safety of the inmates” in their custody, which caused injury to the public,” the indictment states. Vance County Sheriff Curtis Brame said he was unable to speak when a reporter called.

Mike Waters, district attorney for Vance and four other surrounding counties, said he isn’t familiar with all of the circumstances, “but it appeared that this was not [a] spontaneous fight.“ Waters said that no one was seriously injured.
