Study: Ky. repeat offender law swells prison population

LOUISVILLE, Ky. — According to a new study by the author of Kentucky’s penal code, the state’s 34-year-old repeat offender law is one of the most “draconian” in the country because, unlike in most other states, it is not limited to violent or serious crimes.
