Ohio jail experiences sixth inmate death in 4 months

Several healthcare officials at the jail raised concern that the facility does not provided enough medical personnel to treat inmates

CLEVELAND, Ohio — A Cuyahoga County Jail inmate died while incarcerated in the jail marking the sixth inmate death in the county jails since late June.

Cuyahoga County spokeswoman Mary Louise Madigan confirmed the inmate died and that he was taken to MetroHealth, but said she had no other details surrounding the death.

Five others have died after being housed in the jail since the June 22 death of 51-year-old Larry Johnson, who hanged himself in his cell.

The five deaths are by far the most deaths in one year in Cuyahoga County jails in at least a decade.

There hasn’t been more than two inmate deaths in one years in the last decade at the downtown jail. The deaths have all happened after Cuyahoga County took over booking and housing jail inmates arrested by Cleveland police.

Prior to that, Cleveland ran its own jail. The city police department struck a deal with the county in order to avoid paying Cuyahoga County rent for the city’s portion of the Justice Center.

Of the five deaths other deaths this year, two hanged themselves, two had drugs in their system and a fifth remains under investigation.

Johnson was jailed after he was accused him of breaking into Corlett Movers and Storage on East 55th Street Nov. 3, 2015.

Estben Parra, 32, died June 27 of a drug overdose after he swallowed a balloon full of methamphetamine before his arrest on drug charges and a misdemeanor warrant.

Joseph Arquillo, 47, died Aug. 28. His cause of death has not been officially determined, but toxicology screenings showed he had opioids, cocaine and benzodiazepines, commonly found in drugs such as Valium or Zanax in his system.

He was jailed on a probation violation stemming from two 2017 convictions for unauthorized use of a car and writing a bad check.

Gregory Fox, 36, was found hanged in his jail cell on Aug. 28. He died two days later at MetroHealth.

Medical examiner notes viewed by cleveland.com said Fox suffered from bipolar disorder and anxiety and tried to take his own life in January by overdosing on prescription pills.

Fox was jailed on $125,000 bond in two cases -- one where he was accused of repeatedly raping a 13-year-old girl during an 18-month span in North Royalton and for repeatedly calling and harassing the girl in an attempt to get her to drop charges against him.

Randy Kain, 46, of Lakewood, died after being booked into the Euclid jail, which has been run by Cuyahoga County since 2014.

Kain had several warrants for his arrest from police departments across the county, all of which were misdemeanor crimes, including charges of drug possession and theft.

The medical examiner has not determined why Kain died.
