The pressure was on Wednesday at the House of Correction in Franklin. Inmates had taken over two dorms and were holding three officers hostage.
Information was sketchy. Were the inmates armed? Was anyone injured? Decisions had to be made quickly. Any hesitation and the uprising could easily spread.
Although the riot was simply part of a training drill, this was no slow-paced simulation. More than 100 officers with the Milwaukee County sheriff’s office participated in the exercise, which will continue Thursday.
