Audit to ensure Calif. DOC following pension reform law

Will see if administration is complying with rules for hiring and paying retired employees who already receive benefits

SACRAMENTO — State Sen. Cathleen Galigiani, D-Stockton, successfully requested an audit the California Department of Corrections and Rehabilitation to ensure it hasn’t run afoul of pension-reform law to stop “double-dipping” from retired public employees.

The audit would determine if state prison agency’s administration is complying with rules for hiring and paying retired employees who are already receiving pension benefits.

There were 5,800 so-called “retired annuitants” in state government earning a total of $110 million over their pensions in 2012, according to a statement from Galgiani’s office. “It is my hope that this audit will enforce the original intent of the (pension reform) legislature with regard to pension reform and bring to light those that are double-dipping,” Galgiani said in a statement.

The audit was recently approved by the Joint Legislative Audit Committee upon a request from Galgiani. In the statement, Galgiani said the requests followed being in contact with a CDCR employee who alleges the agency is filling managerial positions with retired annuitants.
