Wash. inmate charged after throwing coffee, kicking staff at juvenile facility

CHEHALIS, Wash. — Sebastian L. Foster, a 19-year-old inmate at the Green Hill School juvenile detention center in Chehalis, faces four felony counts for custodial assault and a fifth count for felony harassment after he allegedly threw coffee at two staff members before kicking another two staff members on July 26.

Foster made a preliminary video appearance in Lewis County Superior Court Sept. 9 . He remains in custody at Green Hill.

Shortly before the incident, Foster had allegedly been sanctioned by staff for a rules violation.

According to court documents, Foster “grabbed a cup of coffee and threw the contents into the booth where staff were working,” striking two staff members with the coffee.

As staff were trying to control Foster, the defendant allegedly threatened to physically hurt a different staff member before kicking that person and another staff member.

All staff members were reportedly “performing their official duties at the time of the assault,” according to court documents.

An arraignment was scheduled for Sept. 18 with Chris Baum assigned to represent Foster.

This is the fourth separate instance where Foster has been charged as an adult for felony crimes, according to court records. He was previously charged on Aug. 27 for five felony counts — including custodial assault and second-degree assault with a deadly weapon — after he allegedly engaged in an altercation with staff at Green Hill on June 6 .

That case is also scheduled for an arraignment on Sept. 18, with Baum assigned.

Foster pleaded guilty on May 14 to three felony counts of custodial assault for an incident that occurred in November 2024 . He pleaded guilty on the same day to charges of custodial assault and harassment for another incident that occurred in October 2024.

According to court records, Foster was tried as a juvenile offender and convicted of multiple counts of third-degree assault of a law enforcement officer on Feb. 8, 2024, in Clallam County.
