MUSKEGON, Mich. — The first batches of Pennsylvania prisoners have arrived at Muskegon Correctional Facility.
Without notice to the public, the Pennsylvania and Michigan departments of corrections transferred the first group of about 80 inmates to Muskegon on Wednesday and a second group on Friday, according to the president of the union representing Michigan’s corrections officers.
