Lieutenant cleared of allegations he helped brutalize inmates

HAGERSTOWN, Md. — An administrative law judge has ordered a fired Maryland correctional officer reinstated after clearing him of allegations he helped brutalize inmates.
Two state labor unions -- the Maryland Classified Employees Association and the American Federation of State, County and Municipal Employees -- said the lieutenant should be returned to work immediately.
The Department of Public Safety and Correctional Services hasn’t said whether it will appeal the ruling by Administrative Law Judge Kathleen Chapman. The lieutenant is among 23 correctional officers fired in April after internal investigators concluded they were involved in assaults on eight inmates.
