PORTSMOUTH, N.H. — A 49-year-old Portsmouth man was arrested yesterday and charged with raping a girl in Concord more than 10 years ago.
The Concord police have charged Michael Carr with one count of aggravated felonious sexual assault. The assault allegedly happened in Concord between 1997 and 2000, when the girl was 10 or 11, but it hadn’t come to the police department’s attention until July, according to Concord police Sgt. Timothy O’Malley.
The Concord police have been investigating the allegation for the past 2[1/2] months, and as of Monday, “we finally developed enough probable cause to make an arrest,” O’Malley said. The police issued a warrant yesterday for Carr’s arrest.
O’Malley said Carr lived in Concord briefly during the years in which the police say the assault took place. But he said he couldn’t comment on where the girl lived at the time or where she lives now.
As for the timeframe given for the alleged crime, O’Malley said victims who were assaulted as children often struggle to recall exactly when the assault happened. “It’s not uncommon, especially when you’re dealing with young kids,” he said.
Carr refused bail yesterday and was taken to the Merrimack County jail. He is expected to be arraigned today in Concord District Court.
