NEW YORK — A longtime corrections consultant with prior experience as a monitor at Rikers Island has been tapped to oversee the settlement between New York City and a group of plaintiffs in a class-action suit regarding conditions at the troubled jail.
The two sides have agreed to appoint Steve Martin of Austin, Texas, as the federal monitor, pending approval by the court, according to multiple sources with knowledge of the negotiations.
Martin has an extensive background in corrections. In the early 1980s he served as legal counsel in the Texas Department of Corrections before joining Texas’ attorney general in 1985 as a special assistant attorney general, serving as a consultant on litigation involving the corrections department.
