TORRINGTON, Wyo. — Wyoming’s Department of Corrections has the second-lowest recidivism rate in the United States. This fact is traceable to the philosophy of the department’s director, Robert “Bob” Lampert, and department staff who manage the state’s four corrections facilities at Newcastle, Riverton, Rawlins and Torrington.
“When they leave here, if they aren’t successful, they can’t blame us,” declared Warden Steve Hargett, who oversees the Wyoming Medium Correctional Institution at Torrington. “We’ve done all we can.”
Hargett supported his statement during a visit to the facility last week of representatives of the Newcastle Prison Community Partnership Committee, along with Warden Mike Murphy of the Wyoming Honor Conservation Camp and Boot Camp, were introduced to the offerings and operations at WMCI. Murphy, his executive assistant, Wanda Kerns, Chaplin Ken Pitlick, and PCPC President Shirley Harder, and member Leslie Townsend, spent about three hours at the Torrington facility.
