CLINTON, Tenn. — A man convicted of sex crimes now on probation who went missing after he wasn’t outfi ttedwith an electronic tracking device has been returned to the Anderson County Jail, offi cials said Thursday.
Charles Terrance Hartley, 46, was arrested at about 11 p.m. Wednesday in Knoxville on a warrant for violation of probation.
That warrant was sworn out after Hartley didn’t follow the guidelines of his strict probation.
He was supposed to have been monitored by a global positioning system tracking device, according to the warrant.
Hartley also was to have obtained a job and found a place to live.
Hartley had been homeless and living in Knoxville since he was released from the Anderson County Jail after pleading guilty on Aug. 21 to a reduced charge of attempted aggravated sexual battery.
Normal procedure called for him to be equipped with a GPS tracking device within 24 hours of his release.
Hartley met with his probation officer twice - on Aug. 23 and Sept. 3 - but wasn’t given a GPS device, according to officials with the state’s board of probation and parole.
Board Executive Director Bo Irvin said the matter is under investigation.
Hartley was indicted in Roane and Anderson counties on charges stemming from incidents in 2003 in which he was accused of raping a 9-year-old boy on three occasions. Those charges were reduced to two counts of attempted aggravated sexual battery, and Hartley was placed on supervised probation for 10 years.
He is to wear a GPS device until his victim, who is now 14 years old, turns 18.
Bond on the violation of probation charge is $50,000, said Anderson County Sheriff’s Department Lt. Neva Bowie.
