Ohio inmate appears to be behind lawsuit on behalf of Texas church shooter

The suit alleges that the CIA spied on Kelley via GPS tracking that would have caused him to “act out”

SUTHERLAND SPRINGS, Texas — A case filed earlier this month purportedly filed by the family of the Texas church shooter appears to be the work of an Ohio inmate.

MySA reports that inmate Frederick Banks, who has a propensity for filing frivolous lawsuits, appears to be behind a handwritten lawsuit against the CIA on behalf of Devin Patrick Kelley, the gunman in the Sutherland Springs church shooting that left 26 people dead. The suit alleges that the CIA spied on Kelley via GPS tracking that would have caused him to “act out.”

The suit was signed by an attorney by the name of Hamilton Brown, which is known to be one of Banks’ aliases. He is an inmate at the Northeast Ohio Correctional Center.

In December 2015, Banks filed more than 300 “bogus lawsuits,” the Pittsburgh Post-Gazette reports. Banks has filed many lawsuits against the CIA, claiming they are controlling his thoughts.
