ALLOUEZ — Overnight prison tower guards will be replaced with enhanced razor wire fencing, added security cameras and a human-presence detection system at the Green Bay Correctional Institute in response to state budget cuts.

Warden Brian Foster gave a broad overview of the maximum security prison’s plans for overnight security on Tuesday while leading a tour of the facility for village trustees, staff and community members.

Other security measures include shutting down one of two dormitory style units and reassigning staff to increase the number of guards patrolling on the ground, Foster said, adding that inmates are typically locked in their cells before the overnight shift begins.

“Many layers of security would need to fail for an inmate to reach the (outer) wall,” Foster said.
