COLUMBUS, Ohio — The Ohio Parole Board has rejected mercy for a man who killed a woman and scattered her body parts. He could be the first inmate to undergo the state’s new, single-drug execution procedure.

The board ruled unanimously on Tuesday against a clemency recommendation for 50-year-old Kenneth Biros.

A federal judge has delayed Biros’ Dec. 8 execution but left open the possibility the execution could still happen if the state revised its execution rules.

On Friday, the Department of Rehabilitation and Correction said it was eliminating the standard three-drug lethal cocktail and instead would become the first state to use a single, powerful dose of aesthetic.

Biros killed 22-year-old Tami Engstrom near Warren in 1991 after he offered to drive her home from a bar.
