STARKE, Florida — The U.S. Supreme Court has denied a stay of execution for a man who raped a 29-year-old mother and left her to drown in the Florida surf more than three decades ago.
Sixty-five-year-old Robert Brian Waterhouse is set to die by lethal injection Wednesday evening at Florida State Prison. He has been on death row for more than 31 years — longer than any inmate previously executed in the state.
Waterhouse was convicted in 1980 of killing Deborah Kammerer, whose body was found in the tidal flats of Tampa Bay. She’d been beaten, raped and dragged into the water. Blood, hair and fibers found in his car linked Waterhouse to the murder.
