Lack of toilet handrails at prison leads to $250,000 lawsuit

Inmate said in lawsuit he has a pinched nerve in his back and that degenerative discs leave him with limited motion.

FAIRFIELD — An inmate at the California Medical Facility in Vacaville who is suing the state for $250,000 because he says for more than nine months the prison did not provide a toilet with handrails has a Feb. 3 hearing in Solano County Superior Court.

Charles Edward Moses Jr., 53, says in his lawsuit he has a pinched nerve in his back and that degenerative discs leave him with limited motion.

Moses, who filed the suit in 2012, said he is not a jailhouse lawyer and asked he be provided with legal assistance. The court in June turned down his request.
