Video: Lawsuit filed in Texas county jail in-custody death

HOUSTON – A wrongful death lawsuit was filed by the family of the man who died after being hogtied and removed from a Harris County jail cell.

According to the suit, Kenneth Christopher Lucas yelled, “I’m going to pass out!” as officers sat on top of him while he laid face down on his stomach, ABC News reports.

Officers in the video were earlier cleared of wrongdoing by a grand jury and Sheriff Adrian Garcia said his officers followed procedure.

In the video, Lucas is being restrained on February 17, 2014, as he was being extracted from his cell. His hands are cuffed and held high behind his back by an officer.

Lucas was serving time for interfering with child custody. It’s not clear for what purpose the cell extraction was being performed.
