California Dept. of Corrections Signs $245 Million Agreement With EDS, an HP Company, to Transform Its Technology Environment

Plano, Texas--(Business Wire)--EDS, an HP (NYSE:HPQ) company, today announced a $245 million, 4.5-year agreement with the California Department of Corrections and Rehabilitation to transform the agency into a digital environment by automating manual business processes to improve productivity, accuracy and, ultimately, enhance staff, public and offender safety.

Under the new agreement, EDS will provide system integration and applications modernization services to help increase availability of accurate and complete information so employees can easily monitor the effectiveness of department programs. Additionally, EDS will create and manage the image capture, database, information storage and server environment where offender information will reside.

“This initiative will revolutionize the process for sharing and using offender data and will significantly improve our offender management process,” said Scott Kernan, undersecretary of operations for the California Department of Corrections and Rehabilitation. “We are confident that EDS is a partner with experience in corrections and large-scale technology projects that will help us hit the ground running with the needed technology and real-time business processes.”

The new initiative streamlines dozens of databases, record keeping processes and systems with a single integrated solution. The resulting highly automated environment will include software, hardware and processes designed to transform paper-based adult and juvenile offender records into digital records. The environment also will create business processes for efficiency and effectiveness. As a result, management will have access to more information through business intelligence reports, trending data and dashboard reports to make decisions based on real-time facts about individuals, institutions and workers. In the new environment, staff productivity can improve with secure but easy employee access to accurate and complete offender information.

“Enabling access to accurate information when and where it’s needed is critical for improving productivity and making informed decisions to improve staff, offender and public safety,” said Dennis Stolkey, senior vice president of U.S. Public Sector at EDS, an HP company. “Drawing on our extensive experience in application modernization services and understanding of the corrections industry, along with the strong relationship we’ve developed with the agency team, will help EDS facilitate the success of the department’s business transformation.”

Additionally, HP will provide servers, scanners and printers as part of the agreement. EDS Agility Alliance partners will provide other tools, technologies and resources to EDS in support of the agency, including network hardware, storage and image capture support, database tools and servers. EDS and its Agility Alliance partners collaborate to design, build and run a globally recognized services platform and develop technology-based services to deliver client results. Marquis Software Company will provide a cornerstone of the overall solution by implementing the newest version of its electronic Offender Management Information System (eOMIS) software.
